MANCHESTER — A local developer hopes to convert an office building on Pearl Street into a rooming house.

Last year, the city planned to use the building at 77 Pearl St. as a temporary winter homeless shelter before an agreement was reached for local real estate developer Ben Gamache to buy the property.
